The suspect, David Mulomba of Kisasa area, was taken into custody after his ex-wife, Idah Luwi (35), reported the incident to authorities on behalf of their daughter. According to police reports, the abuse began in 2023 when the victim was just 14 years old.

Northwestern Province Chief Police Officer Brighton Siwale provided details of the case, stating that the victim’s parents had divorced in 2011, with the girl remaining in her father’s custody. Mulomba remarried in 2022 to Thelma Kashimoto (25), also of Kisasa village.

Police investigations revealed that Mulomba first entered his daughter’s bedroom in 2023 and sexually assaulted her, allegedly stating “he wanted to see if she could give birth.” He reportedly threatened to kill her if she disclosed the abuse. The sexual assaults continued regularly until the victim became pregnant.

When Mulomba noticed the pregnancy, he allegedly administered traditional medicine that caused a termination. However, the abuse continued, culminating in another assault on August 1, 2025, which prompted the victim to flee to her biological mother in Mwinilunga.

The victim was taken to a local clinic where medical tests confirmed she was seven weeks pregnant. Police subsequently apprehended Mulomba, who remains in custody facing multiple charges including defilement, incest, and termination of pregnancy.

Chief Police Officer Siwale emphasized that investigations are ongoing and additional charges may be filed. The victim is receiving medical and psychosocial support while the case is prepared for court.
